Waterloo sits right on the Platte, which shapes everything about pouring concrete here. The town itself is small — a compact older core along Front and Lincoln, some newer building around it — and beyond that it is river property, acreages, and the Two Rivers area. There is also a lot of seasonal and recreational structure near the water, which brings its own kind of slab work.

Most of the Waterloo area sits on Platte valley alluvium — sand and gravel deposited by the river, sometimes many feet of it. As a base for concrete that is genuinely good news. Clean sand and gravel drain almost instantly, they do not swell and shrink the way clay does, and properly compacted they carry load well. The catch is that granular soil moves when water moves through it. If a downspout, a sump line, or a poorly graded yard sends concentrated water along the edge of a slab, sand will migrate and leave a void, and the slab will crack into the space. The fix is the same one that solves most flatwork problems: control where the water goes before you pour. On sandy ground it is even more worth doing, because the failure mode is fast.
The water table is the second local factor. Close to the river it can be high, and a high water table matters for anything below grade — footings, thickened edges, a slab in a walkout — and it makes a vapor barrier under an enclosed slab genuinely important rather than optional. A shop floor poured on damp ground without a barrier will pull moisture up through the concrete for its entire life, which means condensation, efflorescence, and coatings that will not stick.
And then 2019. The March flood put a lot of Waterloo ground underwater for an extended period, and saturated soil that has since dried is not always where it started. If you have a slab that moved after the flood and has been sitting since, the useful question is whether it has stopped moving. A slab that settled and stabilized can be lifted or replaced confidently. A slab that is still moving needs the cause addressed first. Compacted properly, yes — it is stable, it does not swell with moisture, and it drains, which means less water sitting under your slab through a freeze. What it will not tolerate is concentrated running water, which moves sand and leaves voids. So the answer is a good base and a real drainage plan, not one or the other.
