Bluff Lots, Century-Old Slabs, and Frost Depth That Is Not Negotiable
Blair's bluff-top geography means slope, and slope means water with somewhere to go and speed to get there. Concrete on a hillside lot is mostly a drainage design problem: where the driveway sheds, whether the low corner has an outlet, whether the walk should be stepped instead of ramped, and how the whole thing interacts with a yard that is already carrying runoff downhill. Water routed under a slab on this ground — loess and glacial till, both of which lose strength when saturated — is what causes the settled corners you see all over the older neighborhoods.
Steps are the signature Blair job. So many houses here sit above their sidewalks that long runs of front steps are just part of the architecture, and a great many of them are original, poured on shallow footings by standards from a century ago. Every winter the frost gets under a shallow footing and lifts it a little, and every spring it comes back down slightly differently. Do that eighty times and the rise between treads is all over the place. Rebuilding them right means footings below frost depth — call it forty-two inches in this part of Nebraska — consistent rise and run, a slight pitch on each tread so water sheds forward, and a textured finish. It is not the cheapest way to build steps. It is the only way that lasts.
The concrete already in the ground here is old enough that it predates modern residential practice. Air-entrained concrete became standard in this region in the middle of the last century, so a driveway poured in 1930 has essentially no defense against freeze-thaw at the surface. After ninety-odd winters and decades of deicing salt, those slabs have surfaces gone soft and sandy, crumbling edges, and full-panel cracking. There is no repair for that condition. There is a good replacement, poured on a compacted base with an air-entrained mix, that will still be serviceable long after everyone reading this has stopped worrying about it.
One practical note about being outside Douglas and Sarpy counties: permitting for right-of-way work goes through the City of Blair, and anything out in the county goes through Washington County instead.
